The rules governing Community Solar vary significantly by state.  In general, Community Solar is designed to provide a solution for those that cannot put solar on their roof due to shady conditions, or those who rent. However, the rules and economics associated with Community Solar vary dramatically state to state.  For example, in some states, the electricity generated by the Community Solar facility can be sold at retail rate.  In others it is significantly less.  If one includes Aggregated Net Metering and Virtual Net Metering, this structure exists in nearly 26 states in the United States. 

I directly worked on legislation that defined the structure of Community Solar in a handful of states and advised on a handful more.  I worked on Commission workgroups and testified on issues relating to Community Generation.  Additionally, I helped guide SunEdison development team in structuring their solution to optimize economics and ensure a successful product.
