The US energy industry is heavily controlled at the federal and state levels by legislators and regulators.  Small changes in laws and regulations can make or break project economics or event impact commercial operations in a state.  Given that most energy legislation was written over 100 years ago, most require tweaks to enable distributed energy projects.
